Superintendent Dr. Gregory C. Hutchings, Jr. has appointed Dr. Stephen M. Wilkins as Chief Human Resources Officer.
Dr. Wilkins has seven years of experience in Human Resources, including three years as Chief Human Resources Officer with ACPS. He is currently Assistant Superintendent of Business Operations and Human Resources for Shaker Heights School District in Ohio, and has been serving as Interim Superintendent for Shaker Heights over the past year.
Dr. Wilkins, who began his career as an assistant professor of public policy at West Point, also has extensive experience in operations. He was Chief Operating Officer for Dekalb County School District in Georgia, overseeing facilities, transportation and food services, prior to joining Shaker Heights. He also worked in facilities in Chicago Public Schools. During his time with ACPS, he was responsible for updating the processes for establishing staff compensation, professional development and performance standards.
“We are delighted to have someone of the caliber of Dr. Wilkins join our senior leadership team in ACPS. I have worked with Dr. Wilkins before and am confident that he shares our values and goals and will be an asset to the division,” Dr. Hutchings said.
Dr. Wilkins has a Master of Public Administration from Harvard University, a Master of Strategic Science from the U.S. Army War College in Pennsylvania and a Doctorate of Education from Walden University in Minnesota. He was awarded the White House Presidential Service Badge while in the military and speaks fluent Spanish.
“My career demonstrates experience across the full range of HR functions from strategic planning, operational functions or daily management. In addition, I believe in ACPS and want to be part of its bright, exciting future. HR is more than assigning people to a position — it is taking care of people that makes the difference in HR,” Dr. Wilkins said.
He will start in the position in June.
